On March 26, 2025, the Official Gazette of the Government of Catalonia published a new law that changes some of the most important tax rules for those buying, inheriting, or renting property in Catalonia. This reform mainly affects real estate investors, property owners, and young people looking for their first home.

Important Changes If You Want to Buy Property in Catalonia
New Tax When Buying a Property (ITP)
If you buy a property, these are the new rates you’ll have to pay:
- Up to €600,000: you’ll pay 10%
- From €600,000 to €900,000: you’ll pay 11%
- From €900,000 to €1,500,000: you’ll pay 12%
- Over €1,500,000: you’ll pay 13%
If you own many properties (more than 10 homes or over 1,500 m² built), you’ll pay 20% instead of the standard rate. This also applies if you own 5 or more homes in areas with high housing demand.
If you buy with the intention of converting buildings into protected housing (e.g., social rent), you’ll receive a 50% tax discount.
Good news for young people and victims of gender-based violence: if you’re buying your main home, you’ll only pay 5%.
Notary Fees and Paperwork (AJD)
If you’re under 35 and earn less than €36,000 per year, you won’t pay anything for the public deed of your main home.
Changes If You Receive an Inheritance or a Donation
If you receive money as a gift to buy your main home, you now have up to 6 months to use it (previously it was just 3).
If you inherit from someone who died due to gender-based violence, you’ll get a 99% tax reduction.
There will also be discounts if you are given a home and have been a victim of gender-based violence.
Changes in Personal Income Tax (IRPF) Affecting Owners and Tenants
The tax scale is simplified: it goes from 9 to 8 brackets, with reduced rates for lower incomes.
If you’re renting, these are the improvements:
- You can apply for deductions if you earn up to €30,000/year (previously €20,000).
- The maximum deductible amount increases to €500.
- It is no longer necessary for the rent to exceed 10% of your income.
- You can now deduct up to age 35 (previously lower).
- A specific deduction is added for victims of gender-based violence.
When Do These Changes Take Effect?
The new tax law has been in force since March 27, 2025.
In cases of inheritance, donations, and property purchases, there will be a 3-month adaptation period for banks and the tax agency to update their systems.
